Notes: 1. States are not ranked because they did not submit data by population category for any of the years (IL, KS, MT), or because they have no equivalent population category (eg, NJ's population is totally within various MSA's). The District of Columbia is omitted because only the core city is within the District.
2. Care should be taken in drawing conclusions from the maps themselves (especially the MSA series) as there may be a very limited set of cities (and small ones, at that) forming the core. The maps are best used to visualize the general shifts among the various crime rates.
