      A WP editorial on Harlan Carter's plan for fighting the "The War on Drugs," as presented to the NRA membership. Carter's plan involved suspending basic rights (habeus corpus, right to an attorney) while interring the suspects in a desert POW camp surrounded by barbed wire, guard towers and doberman pinschers.
